Small, broken hairs on top of head?

I have the damaged, broken off hairs on the top of my head giving it a fuzz effect. I do use heat tools often, but I always use heat protector spray (although, never on the top of my head). I'm reluctant to try any products or deep or daily conditioners to the top of my head because I have very fine, oily hair, and I feel this will make the situation worse. What do you suggest (other than the break from heat tools, as these are the only ways my hair will be manageable)?
